Report parameter resets to default value when selection of any other parameter is changed

The problem: when the paginated report is published to Power BI Services, the parameters behave strange. They revert to the default value when the selection of any other parameter changes without cascading dependency between them
The paginated report works well in both environments: Power BI Report Builder and Microsoft Reporting Services Projects extension for Visual Studio.

Based on the above information, I would suggest opening a Support Ticket. We have engineers who specialize in issues related to paginated reports. If you are a Power BI Pro or Fabric licensee, you can create a support ticket for free and a dedicated Microsoft engineer will come to solve the problem for you. 
It would be great if you continue to share in this issue to help others with similar problems after you know the root cause or solution.
