    Hi powerbi-rmanage

Users must have a Premium Per User(PPU) license to access content including reports and dashboards in a PPU workspace or app by design. And you can consider the following solutions.

1 If these users haven’t tried Premium Per User before, they’ll be prompted to get a 60-days trial license. With this trial license, they can view the content in workspace resided in PPU capacity.

2 Convert the License mode of workspace to Pro to move the workspace from PPU capacity to Shared capacity where Pro license users can view workspace content

3 Directly purchase PPU license for these users, so they can view content in PPU capacity.

For more details about PPU license, please refer Using PPU license.
