When sharing the same report with Consumers some navigation options vary (i.e. in some cases some see the Favourites and Recent options in the navigation panel whilst others do not):

Find an existing ICM for this issue(ICM 296876383) that "Recent" and "Favorites" tabs are missing for few users from navigation pane in Power BI Service. Per the description from product group, customer who is a part of an UI experiment hence they get a different UI experience. If customers do not wish to have these experience variations their tenant admin can opt-out via this setting: https://docs.microsoft.com/en-us/power-bi/admin/service-admin-portal-user-experience-experiments
