Power BI Pro for GCC Issue

If I go to my account in Office 365 it says I have a subscription for Power BI Pro for GCC (government license) but when I go to the Power BI service on the web, it says I need Power BI Pro to access group workspaces and other items. This issue has frustrated me and our entire IT staff for weeks. I tried creating a ticket but it says I need Power BI Pro to do that! This is extremely frustrating and I'm on a deadline. Can anyone help?

Please ensure the Power BI Pro for Government subscription is active now. If it does, please create a Office 365 support ticket to get help: https://docs.microsoft.com/en-us/power-bi/service-support-options
