Power BI Pro Visuals

I have a user that is licensed for Power BI Pro and is attempting to use maps with a report. The maps are blank. Research indicates that the Power BI Visuals must be enabled. The only place I could find was in the Power BI Admin Portal: 

Power BI Visuals
Allow visuals created using the Power BI SDKEnabled for the entire organization
Add and use certified visuals only (block uncertified)Enabled for the entire organization
Allow downloads from custom visualsEnabled for the entire organization

Changing these options to Enabled did not change the behavior. Can someone provide guidance on where a change must be made to enable the maps?

Hi @SmittyPFCU ,

 

Can users enable map visual but no data is displayed or is map visual not available directly?
If the former, make sure the user has access to the report's dataset. If the latter is the case, there may be options that are not enabled. You need to make sure that the administrator has enabled access to map visual.

Thanks for your reply. I am the administrator and I did enable the three areas I could find for visuals. The user can click the option to enable visuals in the desktop app, but when they create a report that incorporates maps, the maps are blank. Can you describe what other areas I might look to enable this feature?

Hi @SmittyPFCU ,

 

Are you saying that the user is creating a map visual in power bi desktop that shows up as blank? Is the problem occurred in desktop or service and what is the data source the report is connected to? Is the report the user's own or did you share it with them?
I hope that answering these questions won't be too much trouble for you, but they do help me to better troubleshoot what is wrong with you.

Here is a response from the user: 

The map visuals work most of the time in desktop, it is Service where it always errors and shows up blank. And the data source is my own.
