Power BI Expand Row Incorrectly shows 0 but Down One level in Hierarchy Works

I am having an issue with a matrix.

 

Using the expand/collapse buttons to the left of the category incorrectly shows 0's

 

 

But if I use the expand all down one level in the heirarchy (split double arrow) in the visual header, it correctly shows the values.

    Is this issue occurring in both Power BI Service and Power BI Desktop?
    Can you tell me more about the version you are currently using and how to reproduce this issue?
