We are facing below error(please find the attached screen snippet) while trying to send an email with Report in Excel format to User who ever click the Power Automate button, we are able to get this flow successful when we type the static email id in the "To" list, But our requirement is when the user clicks the Run Flow button in Report layout it should generate the report in Excel format to One Drive and share it by email to user.
Error: The 'inputs.parameters' of workflow operation 'Send_an_email_(V2)' of type 'OpenApiConnection' is not valid. Error details: Input parameter 'emailMessage/To' is required to be of type 'String/email'. The runtime value '"'a2F2eWEucGludXBvbHVAc3diYy5jb20='"' to be converted doesn't have the expected format 'string/email'.

I’ve done a simple test on this kind of flow per your description, it works well in Power BI Desktop and Power BI service.
For this issue is related to Power Automate flow couldn’t convert the user mail in Send to, I would suggest you submitting your problems there and search for solutions there.
