I should add that installing of Microsoft .NET Framework 4.6.2 (thanks lauritxi) actually HELPED. (There was an error durig my previous try, now it worked).
But I was not aware of the necessity of such install during PBI Desktop installation and was caught flying.
So I still consider this issue as a bug.
