Organization's Fabric compute capacity has exceeded its limits

We have an issue caused by certain dataflows and datasets refreshing at the same time.
Our capacity seems frozen.

We get this error message:
Unable to complete the action because your organization's Fabric compute capacity has exceeded its limits. Try again later. See https://go.microsoft.com/fwlink/?linkid=2247526 to learn more.

No relative documentation anywhere.

What can we do to solve this?

Thanks for your response but these are urgent and important issues and need more detailed and quick responses. 

Some details for anyone that may face the same issue, since the documentation online is really poor:

- If you have a Premium capacity (not Fabric) you have no other option other than Autoscale or upgrade the capacity. The only relative thing you can find online is:

Using Premium without autoscale

If a capacity's utilization exceeded 100% of its resources, and it cannot initiate autoscale due to autoscale being turned off, or already being at its maximum v-core value, the capacity enters a temporary interactive request delay mode. During the interactive request delay mode, each interactive request (such as a report load, visual interaction, and others) is delayed before it is sent to the engine for execution.

The capacity stays in interactive request delay mode if the previous evaluation is evaluated at greater than 100% resource utilization.
