**I am experiencing a new issue in the power bi service that I have never experienced before with my RLS reports.**
I have a report with 10 RLS roles. In each security role, I add a different azure security group containing a group of individuals in my enterprise. I provide access to the dataset and the report to all the security groups, but elect not to send them an email (they also have not been permitted to create new reports from dataset or share with others). None of the users have access to the workspace itself.
I separately provide a URL link to the report (I have tried both by copying link and using the new feature in share reports where a link is created for "People with existing access can use the link"; I am experiencing issue with both approaches.)
When I share the link, the first time the user launches the report it tells them they don't have access even though they have been provided direct accesss. However, if they refresh their browser, or access the link a second time (without me changing anything), they do have access and can use report as intended. This is extremely frustrating, because I have a large user base, and most of them are pressing "request access" before trying a refresh (even though I am now providing instructions to do so). I am getting many many individual user requests.
**This is how I've provided access to my reports for the last 2 years and am only experiencing this issue now within the last month with multiple new reports. I have several existing reports published this exact way and shared this way, and when new users launch those for the first time; they don't have issues.
Is anyone else experiencing this? Is this new issue with some of the updates to sharing features in the workspace? Is there a remedy? What has changed? What am I doing wrong??**
