Hi all.
We currently have an SSAS tabular model with Object level security (Admin can see all, Restricted_user cannot see specific columns in a few tables) feeding a PowerBI dataset [Dataset X] deployed in the service (non premium workspace). When we connect to the [Dataset X] in PBI Desktop as a Restricted_user, we cannot see the columns/visuals as desired.
BUT, when reports are pointed at the same [Dataset X] and published to the service, two things happen:
1. The Restricted_user is able to see some of the columns/values in visuals that should be restricted
2. Other visuals in the same page refuse to load (that the Restricted_user should have access to, and can see in desktop), and when refreshing page, the visuals that do load switch (i.e. visual 1 & 2 load correctly which should be visible, but 3 does not. Then when refreshed, 2&3 could load but not 1) ***on desktop, this works properly (pointing to cache issue to me...)**
Some things we've already tried:
1. Cleared all caches (browser, dataset)
2. refreshed dataset x
3. republished dataset x
Anyone have any ideas?!

According to your issue and description, I suggest to check to make sure that you have added the end-users to the RLS roles of the dataset and the users only have viewer access to the corresponding workspace or view access to this report.
