Issue: Unable to update App after Upgrade

I got a pop-up for App Upgrade, after upgrading it's became impossible to hide/unhide contents or add/remove reports from App

Updating the audience is difficult with app. The inactive user preventing it get updated, and search the inactive user in the hundred list is very time consuming as it can't be search or sorted. Perhaps can be improved?

I also have issue with new upgrade upp where the audience group can't be used and adding new report also can't be done.
