Issue: Embedded report not reachable with service principal when adding role mgmt in the workspace

1. Hello, 

I have a Power BI report embedded in an application, using service principal sign-in. The report is published in a workspace on Power BI Service. In the same workspace, when publishing a new report with role management defined, the first report is not anymore accesible in the application and an error 400 is returned.

I have an embedded report too. I cannot reproduce it. Try to republish the report and check it later on a newer service version.
