Improve Daylight Savings Time influence / UTC transparency

Background: I'm a North American operation running continental (12 h) shifts. As of March 9, we're running local Daylight Savings Time. Since March 10, I have Power BI reports summarizing each shift's production details going out twice a day at 8:30 (AM and PM) local DST using the Power BI Service "Subscriptions" feature; the timezones in this feature are labelled relative to UTC.

 

Problem: Suddenly, starting Sunday, March 30, these emails are showing up in our inboxes at 7:30. The only thing that has changed is that EUROPEAN Daylight Savings Time started Sunday, March 30 at 1:00 AM.

 

What's going on? Are the Timezones labelled as UTC but the Scheduled Time is actually relative to European Daylight Savings Time schedules? Does Power BI Service use UTC or some sort of "Microsoft Standard/Daylight Universal Time" standard?
