[GOALS] - Check-in only available for users with workspace high permission level

Hi there,

We're doing some tests with the new Goals feature and we've find an issue (not sure if this is a bug).

Check-ins are only availabe in a Scorecard/Goal for users with workspace access of Contributor or higher.

Once this can give to a user more capabilities over other content already published in the Workspace (and even the ability to delete the hole scorecard), we think this might be a bug.

We would love to see some permission level only for check-in insert/update.
