Filter context is not parsed to visual header tooltips
Currently any filter context, from slicers or page/visual filters, does not get parsed to visual header level tooltips as it does in report page tooltips.
To replicate this create a report with a numeric column and a categoric column, then one one page create a card visual that displays the sum of the numeric column for one of the categories. Then create a tooltip page that has the same card but with no visual level filtering.
If you then add the tooltip page as both the report page toolip and as the visual header tooltip you will see the difference between the two. While the report page tooltip will match the value in the card as the filter context also filters the tooltip, on the header tooltip it will display the total for all values.

"By Design. Hovering over a data point for a report-page tooltip will pass the data point as filter context. Hovering over the header for a report-page tooltip does not have any inherent datapoint to create filter context, and will not pass any filter context through. The header tooltip was intended to be used for static content, and the report page tooltip option is a way to allow rich static content."

It would still be nice if the filters (from the filter pannel) applied to the visual would be passed as context. This way, we could dynamicly change what is displayed on the header tooltip when you choose to display a Page Report as the header tooltip.
pacofq while I agree the best place to get this feature added would be in an ideas thread as it is unfortunatly intended behaviour.
