Field formatting not working (Background & text color ) on Matrix when Values - show on rows is on

Field formatting not working  for Background & text color  for header on Matrix when Values - show on rows is on but working fine when show on rows is turned off.  The background color and text color are not working  on botton chart.  Apply to header is not working when values are shown on rows (All values are measures)
