Failed to publish app when managing audience

In this app, some large groups are added, within some group, there is some user's id already not exist(leave Company).

Then if want to add any new member, it will always tell "Failed to publish app" because of that invalid user not able to pass validation.

no doubt that if that account get removed from specific group, then that validation may pass, i cannot say if other account is invalid as well.

But such solution doesn't make sense. In an enterprise, such AD sync in enterprise AD and AAD need time, and usually many IT departments should be involved, e.g. AD team, AAD team, automation team...

It should be a bug or bad design from Microsoft recent release, in the past there is no such validation when adding a new member to check existings membership status
