External Users that I publish App access to do not see the Subcribe icon.

Here is an excerpt from the article:
By default, external Azure AD B2B limits guests to consumption of content only. External Azure AD B2B guests can view apps, dashboards, reports, export data and create email subscriptions for dashboards and reports.
Maybe I am missing something.
Reports not backed by Premium capacity (just including in case it gets asked).
