Error when trying to export data to excel in embedded powerBI report

Export of a table in embedded powerBI report is not working for a certain user. It seems to work fine for other users and developers. The user has to wait for about seconds and then this error message gets displayed:

The customer can only perform export when data is limited to 10.000 rows, and it is an Excel export, so 150.000 rows should be allowed. Do you have any idea, what can cause an error only on particular user?

It seems that other users have recently had similar experiences to yours. Can you provide the error message in English?

The error message in is:

"Could not create, a file could not be created. The execution of the request for the action Export data caused an error"

If necessary, I can arrange a meeting with the customer and provide more details, about the error, from the http request.
