Enabling Fabric for a security group doesn't disable fabric for other users

Pretty much as title. If we limit who can create fabric items to a security group, users not in that security group still get access to Fabric functionality. We've confirmed the setting is being applied correctly by reloading the tenant settings page and by checking the Get Tennant Settings API.

 

Before July when this was setup it worked, and users not in the permitted group wouldnt see the Role switcher in the bottom left, or have any ability to create Fabric items in workspaces in our premium capacity that had Fabric enabled for other users. But now everyone seems to have the roles switcher and the ability to create fabric content.

Yes, but the users not in the allow group can create Fabric content.

 

I've just put a group that I'm a member of into the "Except specific security groups" setting and I can still create fabric content. So something is broken.
