Impactful IndividualESRI Symbol Colors still don't reflect current selection

I am not sure where to report ESRI bugs--so let me know if there's a proper place.
ESRI maps continue to show "ghost" selection colors. Here's an example. This map is of a MA and CT that has a bunch of hospital systems that are NOT in VA and MD. Freestanding is a general category that is in all states. You can see that the colors are somehow unable to be reset to the current items selected.
On the picture below see that Freestanding color has 68 data points and the "ghost items" have none...and of course all the new selected items therefore are one color. Pretty basic but also probably readily fixed.
I've noted this before--I guess it's just down on the list of issues. ESRI will be a tremendous asset to PowerBi and PowerBi will be a tremendous asset for ESRI. So I'll be patient, but I want to be sure it is a known issue.
