Deployment pipelines don't support M365 groups

Adding M365 groups with the subdomain '@groups.[company domain]' is not possible for deployment pipelines. Older groups that were created under the company domain are available.

M365 groups need to be supported throughout the product; there is no reason for them not to be used to secure deployment pipelines. This also contravenes Microsoft's own advice to use groups instead of individuals to secure artifacts in the service. It is completely inconsistent throughout the service, and is fundamental to it working
