I think you should first check if your computer has met the minimum requirement of running the Power BI desktop:

If you still have a problem, I suggest you to uninstall the Power BI desktop and update to the latest version of the Power BI desktop and check if this problem can disappear.

Yes, Windows 7 is not suggested for running the Power BI desktop.
