DAX measure Sumx + Values return blank at some rows only, the others still return correct values

I have a measure combined SUMX with Values  as follow (Tar_ValCalbyweek1_Sec), in case my syntax is wrong, no values returned but  I dont know why only 17 rows return blank while over 10K rows still get correct values. Thanks in advance for prompt on this

Not very clear about your model. Could you please provide a sample pbix file containing your issue(Each table only keeps a little part of data related to this issue )?
