Advocate IIsame here - issue since the March release (we don't have the option to roll back to the previous PBI versions) in the existing reports when using the new card visual - the formating based on measures is still working but the measure is no longer visible, so you can not change anything When you a an new visual and you use the new card, the formating based on measures is not working.
