Cannot edit PBI goal name in PBI Scorecards

I have created a scorecard and has assigned owners to all goals with build, read & reshare permissions. The individuals are able to enter comments, however are not able to edit the goal name. Their "Edit" button is grayed out. Any sugguestions?

If you want these users to edit your scorecards , you need to add them in your workspace .
