Do you want to provide a Power BI gateway for different tenant accounts? If that is the case, I am afraid that it is not possible. You can add gateway administrators within a single tenant.

Do you want to give gateway permissions to these new users? If so, you can add them as administrator following the guide in this article:https://docs.microsoft.com/en-us/power-bi/service-gateway-manage#manage-users-and-administrators.
