Can't assign pro license even though I'm a global manager

I just bought more pro licenses and I can't assign it to new users. When I go to the user in Microsoft 365 the PBIPro license doesn't appear.

I also tried to assign the license with azure but the "+assign" button is blocked or something like that.

I have 4 assigned and 1 available:

Assign licenses in Microsoft 365 admin =>Home =>Licenses =>License details .
