Latest version of Desktop - if you add a blank page into a report and try and paste shapes, visuals, whatever, it won't do anything.
Now add at least one object to that page and try again - all copied elements will paste in.

I'm not sure I got your point exactly.
I didn't succeed in reproducing your problem, you can see this screenshot below, did I miss something?
