100% transparent background images

When I add a new background image to a blank report in Power BI, the default transparency is set to 100%.  This is the least useful setting.  It should be 0% by default.

I got information internally that "This is technically by design. Bug filed to review whether we should adjust the transparency when the user adds an image."
