I'm a bit confused, is smoothing a specifc Fabric capacity feature, or does Premium also have this feature?
Does Fabric capacity come with any extra smart ways to allocate CU or is there no difference in this area compated to Premium capacity?

Smoothing is not exclusive to Fabric capacities; it is also available in Power BI Premium capacities. Since Microsoft Fabric builds upon Power BI Premium, the smoothing feature is shared across both platforms
While premium capacities also include smoothing, their resource allocation mechanisms are less dynamic compared to Fabric’s advanced scaling options

Not sources as sucH but Premium capacities operate within predefined SKU tiers (e.g., P1, P2), which offer fixed levels of memory and compute resources. Scaling requires purchasing higher-tier SKUs, making adjustments less flexible compared to Fabric
