We subscribe for PBI Pro and PPU for ML,YL reserved and then
since we added MS Fabric service account to Azure subscription for pay as you go Fabric Service F2
because in the future we are going to use Fabric Capacity F2.
But we never assign that Account to any PBI workspace. The current workspace of PBI service
of us are all Trial that we never change anyting that we use it for free trial for long time and it still left 27 days trial
but MS billed us for 18 usd and the next bill you will collect 100 usd for us after we added MS Fabric service
to Azure subscription.
we never assign it and in the workspace always show Trial that we understand that we use it as a free trial and also in monitoring log and Microsoft Fabric Capacity Metrics App has no any CU reported in the MS Fabric account or maybe you charge for running instance even if no assign it to power bi so, is it possible to refund?

Fabric capacities are billed based on uptime, not usage. Simply provisioning the F2 capacity in Azure starts the meter, regardless of whether it’s actively processing data or assigned to a workspace. Your Power BI workspaces are still using the free 60-day trial capacity, which is completely separate from the F2 you created and that’s why the Fabric Capacity Metrics App shows no Compute Unit (CU) activity.
To stop further charges, you’ll need to pause or delete the F2 capacity in the Azure portal. Pausing will stop billing while keeping the option to resume later; deleting it will prevent any future charges altogether. As for the $18 already charged, Microsoft doesn’t typically issue refunds for pay-as-you-go services unless there’s a billing error. But you can try requesting a one-time refund by opening a billing support ticket in Azure. Explain that the capacity was provisioned but unused and that you weren’t aware billing would start immediately. Microsoft may issue a courtesy credit, though I wouldn’t bet on it.
Going forward, wait until your trial ends and you're ready to assign workspaces before activating a paid capacity again. If you continue using F2 later, remember it requires all users to have Power BI Pro or PPU licenses to access reports.

Thanks a lot, I've just submitted the refund, and Microsoft has just refunded the 18 usd (29-30 Apr), and I hope they also approve for the next bill at the end of month will be charged 100 USD (I just stop capacity on 10th May).
