I'm experiencing an error with saving Gen 2 pipelines as CICD and am met with the following response when I attempt to save it as such:
Is this an existing issue or issue that can be resolved within the admin portal?

I would suggest the following. This may be affected by a recent changes in tenant settings.
Tenant admin setting: Fabric artifacts can be turned off globally in the Power BI admin portal. If the admin has disabled Fabric, you cannot create or duplicate Fabric-native items (like Lakehouses, Dataflows Gen2, Warehouses).
Workspace type: Some legacy workspaces (or Pro-only workspaces) do not support Fabric artifacts. Those workspaces will show “Unsupported” for Fabric items.
Licensing: If you don’t have the required Fabric/Power BI Premium capacity enabled, artifact creation features are disabled.
Check with your admin
Ask your Power BI / Microsoft 365 admin whether Fabric artifacts are disabled at the tenant level. They can enable them in the Power BI Admin portal under Tenant settings → Microsoft Fabric.
Verify the workspace
Go to the workspace settings. If it shows “Fabric artifacts disabled,” you’ll need to either:
Enable Fabric artifacts on that workspace (admin action), or
Move your work to another workspace that supports Fabric.
Licensing check
Ensure your workspace is assigned to a Premium capacity (Fabric-enabled). Shared or Pro-only workspaces will restrict Fabric artifacts.
If you only need a JSON export of the dataflow, use Export .json from the menu (still available).
For code promotion (CI/CD) or cloning, you’ll need a Fabric-enabled workspace. Without it, “Save As Dataflow Gen2 (CI/CD)” won’t light up.

This isn’t a bug with Dataflow Gen2 — it’s about Fabric not being enabled in your tenant.
The message “Save as is unavailable because Fabric artifacts are disabled” means that Fabric artifacts (Lakehouse, Warehouse, Dataflow Gen2, Pipelines, CI/CD, etc.) are currently turned off at the tenant level.
Ask your Power BI / Fabric admin to enable Fabric:
Go to the Power BI Admin portal → Tenant settings
Under Microsoft Fabric (Preview), toggle it On for the right users or security groups
Assign your workspace to a Fabric capacity (trial or paid):
Go to your Workspace → Settings → Premium / Fabric capacity (License info)
Select a Fabric Trial capacity (60-day free trial) or a paid F SKU (F2 or higher)
After this, the option Save as Dataflow Gen2 (CI/CD) should become available.

If you have delegate tenant settings for fabric creation enabled for specific security groups to me this item is still greyed out and is unavailable.
e.g. i 100% can create fabric items in the workspace in question as i am in the delegate security group, but the save as dataflow gen2 is disabled.
