Synapse Built-in SQL pool in Unreachable state

Currently scripting out a synapse build, the built-in sql pool has a status of Unreachable, not sure what the issue is or how to resolve. The Synapse analytics is being built from code.

      Yes I can confirm the issue is within synapse analytics.
