when we Publish a PBI to a workspace in Fabric, it creates a Report in Fabric. How can we refresh that Report when new data comes in? We can only refresh at PBI, and re-publish again? Then this sounds like repeat steps of re-publish. Or do I miss out something?

You can configure the sematic model refresh in Power BI services. follow the below steps
Click on ... of sematic model settings
CLick on settings
Configure your gateway properly, if your data is in on-prem
Once your gateway is ready
Click on Refresh, set the refresh schedule as per your requirement and click on apply
Now if you see the next refresh schedule is updated
