Want to do lift and shift with out modification to reports, by just moving the license from powerbi pro to fabric capacityYou are slighly mixing concepts. Licenses are not part of this equation.
Did you have Power BI Premium capacities before?
In the Admin center you can assign workspaces to different capacities (also possible via API calls). That includes movin Pro workspaces to Fabric capacities.
