Power Apps delegation issue when accessing information in Sharepoint library

We have a Sharepoint library with folders containing many eml files. We can access all the "EmFrom" information without delegation issues, but for some reason queries involving the "EmTo" column are non-delegable. Does anyone have any suggestions for a workaround?

Not all data sources and functions support delegation. I found some articles and blogs that may be helpful.
