I'm trying to understand how Microsoft invoices Fabric capacity. Based on the Azure Pricing Calculator, is it correct to assume that Fabric capacity is only billed when it is active (i.e., when it's running)? Or is it invoiced continuously regardless of activity, once it's provisioned?

Microsoft Fabric capaciities are billed based on uptime, not usage. Once you set up Fabric capacity in Azure, you start getting charged immediately, even if you're not using it to process data or link it to a workspace.
But, you can Pause and resume capacitiies, if your capacity paused, at that time billing stops. So, it helps you to reduce your invocie charges. Based on you need you can pasue/resume.
Note: Make sure that, when you pause your workspace items will not be functions until you resumes the capacity.
