How to delete Environment type files if workspace is downgrade to pro license

Hello Sir

 

My worksapce has been downgraded to pro license but I want to change it to Premium Per-User license.

However, there are 2 Environment files, which were built when in fabric trial period,  could not be deleted. Everytime I try to change the license mode, the error message as below keep showing:

 

"this workspace cannot be reassigned because it includes Fabric items or you're attempting to move them across regions. This is not supported currently. Remove the Fabric items, or move the workspace within the same region, and then try again."

 

I have change other workspace sucessfully which doenst include any fabric items. 

 

Please let me know how could I remove the Environment files.

Thanks for your message — you’re facing a common situation when trying to downgrade a workspace from Fabric capacity to Premium Per User (PPU), especially when that workspace contains Fabric items like Environment files.

Let’s clarify what’s happening and how to resolve it cleanly.

 

🧠 Why you're getting the error:

The message:

"This workspace cannot be reassigned because it includes Fabric items or you're attempting to move them across regions..."

...means your workspace still contains non-Power BI Fabric items, which must be removed before changing the license mode.

As per Microsoft’s documentation:

"Only Power BI items can move from Premium capacity or Fabric capacity license mode to Pro or Premium Per User license mode..."
"All other item types must be removed from the workspace before you can change its license mode..."

 

The following item types are considered Power BI items from the perspective of the workspace license mode.

  • Report
  • Semantic model (small storage format and large storage format)
  • Dashboard
  • Org app**
  • Dataflow Gen1
  • Paginated Report
  • Metric set*
  • Exploration**
  • Datamart*
  • Scorecard

*Can't move to Pro
**Can't move to Pro or Premium per user

 

🛠 How to fix the issue

  1. Temporarily assign the workspace to a Fabric capacity

    • You’ll need this to access and delete the Fabric items

  2. 🗑 Go to the workspace > All items

    • Delete any non-Power BI Fabric items:

      • Environment files

      • Pipelines, Lakehouses, etc.

      • Dataflow Gen2 (and any staging lakehouses/warehouses that appear after)

  3. 🔁 Once all Fabric items are removed:

    • Go back to workspace settings

    • You can now successfully downgrade the workspace to PPU
