If a user creates a notebook with a schedule, does the notebook run as that user with their permissions? Is there any concept of a service user that is not tied to an individual employee? What if the notebook owner leaves the company and their account is terminated, will notebooks (or pipelines) created by them continue to run?

The notebook would be associated with the tenant id and the workspace id. It would not be attached to any individual employee account. Anyone in that tenant can log in and run as long as they can access the workspace, and the scheduled run will continue to happen. This is same for all pipeline artifacts in Fabric, not just notebook.

This is unfortunately not true. We've removed access to certain users on our workspace, and any pipelines or notebooks that was created under that account fails to execute due to permission issues, both from a source and destination perspective.
It seems like it is more the connections however that is associated to the user, not so much the notebooks / pipelines, which causes errors.
