Hi All,
I work for a sofftware company, we have assigned each customer a Fabric F2 capacity, access occurs via B2B Cross tenant. The set up for this largely explained in this article: https://agderinthe.cloud/2024/09/11/forget-bring-your-own-device-check-out-bring-your-own-license/
However, i have an issue, i was hoping this method of access would allow the Guest users in our Tenant (whyo have there own PowerBi Pro licenses) to access Copilot.
However when i conduct testing, it states there are no Fabric Workspaces avaialble to them that allow copilot. Although when i log into the capacity as an internal account, i can use copilot fine.
My questions really are:
1) Why is this?
2) Is there a way to get it working?
3) What other services will not be offered to the B2B clients?
Im finding constant issues when trying to set this up. The key focus is that we as the company are offering the managed service for each client, and they connect Guest account from there external Entra tenant. I would have thought that providing they have contributor workspace rights, they should be able to utilise all features?
Any help / advice would be greatly appreciated!
Thanks!

I understand your frustration with Copilot not being available to B2B guest users, even when they have their own Pro licenses and are accessing a Fabric F2 capacity. This is a known limitation where certain premium features, including Copilot, don't always propagate correctly across tenant boundaries in the B2B model.
From my experience, these cross-tenant scenarios can create gaps in feature access, and it often requires specific tenant-level settings or different licensing approaches that Microsoft may reserve for internal users. You might need to explore if the guest's home tenant needs a specific Copilot-enabled subscription or if there's a Fabric policy blocking it.
If you're looking for an alternative way to embed AI-powered Q&A directly into dashboards for external users without these licensing hurdles, you might find our project PowerMind interesting. It's built to work inside Power BI reports regardless of user license type. There's a quick demo on LinkedIn if you want to see it in action.
