I think the issue was resolved by Fabric support. Today, I tried to start Fabric Free, and it worked. Give it a try maybe it will work for you too.

I didn't contact Fabric support directly, but it seems they resolved the issue on their end. I tried to start a new trial again after a few days, and it worked.
I recommend trying to start Fabric Free again to see if it works for you now.

Microsoft has implemented a restriction that blocks the activation of Fabric Free Trials for newly created tenants.
Reports indicate that accounts need to be at least 90 days old before they can activate a Fabric trial. This is a common issue for users who recently set up their Microsoft 365 or Azure tenants

If you’re testing Microsoft Fabric for learning purposes, consider using alternative methods like creating an Entra ID within an existing Azure tenant, which might bypass some of these restriction
