Do I Need Power BI Pro Licenses for 130 Report Viewers with F4 Fabric Capacity?

Hello Community,

We currently have a Microsoft Fabric F4 capacity and are evaluating licensing requirements for our user base.

We have approximately 130 users who only need to view Power BI reports and dashboards. These reports will be published to workspaces backed by our F4 capacity.

My Question:

Do these 130 users need a Power BI Pro license, or does the F4 capacity allow them to view content without Pro licenses, as long as it's hosted in the Fabric-backed workspace?

We want to ensure compliance while avoiding unnecessary licensing if F4 covers viewer access.

Hi @goldenarm@burakkaragoz,

 

If your capacity is uder the F64 SKU, you need Power BI Pro licence as state in the documentation:

 SKUs that are smaller than F64 require a Pro or Premium Per User (PPU) license, or a Power BI individual trial to consume Power BI content

Can confirm that it actually works with workspaces assigned to F4 as @burakkaragoz  mentioned. So not sure if the accepted solution is correct here.

yeah I saw that note in the docs too, but it’s a bit confusing tbh. from what I’ve tested, as long as the workspace is assigned to the F4 capacity, users with just Viewer access can still see the reports without needing Pro or PPU.

I think the key is making sure the content isn’t in a Pro-only workspace or My Workspace—otherwise yeah, Pro would be needed.

if your reports are published to workspaces that are backed by the F4 capacity, then no, the 130 users don’t need Power BI Pro licenses just to view the content.

as long as:

  • the workspace is assigned to the F4 capacity
  • and the users have at least Viewer access to the workspace or app

they can view reports without needing Pro or PPU. that’s one of the main benefits of having a Fabric (or Power BI Premium) capacity.

just make sure the content is actually in the capacity-backed workspace—if it’s in a My Workspace or a Pro-only workspace, then Pro would still be needed.
