Has anyone managed to get this app to work? We are trying to accurately assess our capacity requirements so this is very frustrating.

I managed to get this working.
Do not select the 'Capacity usage report' link in the admin portal, downloading the app from there doesn't give you the option to connect to your data.
Install from the 'apps' page in the Power BI experience. Select 'Get Apps' in the top right.
When downloaded from there, you receive a message saying 'you need to connect to your data' followed by a set up wizard. Enter your capacity ID, log in with a capacity admin account and it will work.
If you are looking to assess your capacity requirements I suggest you compliment the metrics app with FUAM:

Note that you can enter any of your capacity IDs, the app will then collect data from all capacities under the tenant.
