I'm having trouble with the Fabric Capacity Metrics App. I'm having role as Fabric Administrator, but I still cannot view Fabric Capacity Metrics App. It is said "Internal Error : Error obtaining data location." Why does it happen? I've tried to install a new app, but it is said "Not available in selected billing region." What should I do?

Clear your cache and try installing the app again, I sometimes have that greyed out "get it now" button and after a page refresh it usually corrects itself.

What is the actual region where your capacity is located? Maybe this helps figuring out what's wrong.

Thanks for the update. Since your capacity is located in Southeast Asia, that region is generally supported, so the issue likely isn’t with the region itself but with how the app is accessing your capacity data. It’s worth checking that you’re actually listed as a Capacity Admin for that capacity, because being a Fabric Admin doesn’t automatically grant access to capacity-level metrics.
Also, make sure your capacity is active and healthy in the Admin portal, and if it’s running on a Pay-as-you-go model, confirm that billing is active and hasn’t been paused. If your capacity is below F64, you’ll need a Power BI Pro license to create or view reports from the app.
The message about the app not being available in your billing region could mean that while Southeast Asia is supported, your tenant’s billing configuration might be limiting access to the app. Checking these areas should help narrow down what’s preventing the app from connecting properly.

this seems to be a reliable region and you should be able to get the app. Beside the the hint from @tayloramy @what you can check or try out:
- check if you are are capacity admin for this capacity, as it is not enough to be a Fabric admin
- check if your capacity is up and running if you have a pay as you go capacity
- if the capacity is below F64 you need to have a Power BI Pro licence for Report creation
If all this does not help and other community members can't help I suggest raising a support ticket in Fabric.
