Cannot create data agent, message says admin needs to enable setting but all settings appear correct

I'm trying to create a data agent. I have reviewed the tenant settings required to create data agents and they seem correct, they are either enabled for the entire organization or I am in the security groups the setting is enabled for. I have reviewed the capacity settings and none of the listed tenant settings have been overridden. When I try to create a data agent, I get the message:

"Can't create data agents in this workspace: An admin needs to turn on a required setting."

The network traffic I see is an error with code TenantSwitchDisabled and exceptionCulprit of 1.

How can I find out more about why this particular action is failing?

I am using my company's account to access a client environment as a guest user. I asked an employee in the same security groups as me to create the agent, it was successful. I believe that my being a guest account in their tenant may be the reason I couldn't create the data agent.
