Cannot Open or Create Notebook
Thank you for all the help and suggestions. I Spoke with microsoft support on this one as none of the suggested helped. The next day after speaking with support the notebook opened. No changes were made, so the issue is resolved but still no idea what the original issue was.

I'm not usre why you can open and another admin able to open. Check the following.
- Make sure to check your permissians and roles in the workspace. Even if you are an admin, there could be specific settings or rolees that need to be updated or changed.
- Browser extensions can sometimes cause problems with loadiing web applications. Try turning off the extensions to see if that fixees the issue.
- Since you have already tested different browsers, try opening the noteebook in incognito mode to check if the problem is specific to your browser.
