Can't see or add Proper Fabric Items like Data Flow Gen 2, I only see Power BI Items.

Hello Gurus and experts.

I'm about to kill myself out of frustration. I need you valuable help. I've been trying and trying for almost a week and I cannot make this work. Please help.

In Azure I do have a Microsoft Fabric Capacity in Azure. I'm the admin onf the capacity and the worspaces and I believe I'm the admin of everthing as I have created everything from scratch in azure.

This is my Problem:

I do have a Fabric Workspace attached to that Capacity. Nevertheless I only can see the Power BI traditional Items when I'm trying to add a new Item in My workspace. Seem slike the full Fabric Experience is not enabled, or maybe my Licensing is not okay, or Power BI cannot talk well with azure.

This is what I have on the Power bi / Fabric app ( https://app.fabric.microsoft.com/ )

--- My License Type .- Free Account. ( I can see this under my User Profile ).

--- Worspace is a Fabric Workspace attached to My Fabric Capacity.

--- In admin Portal Capacity Settings, Under Fabric Capacity, I can see My capacity and I can configure almost everthig except the Data Engineering/Data Science section that gives a Fail to Upload error.

Many thanks,

Jai.

Hi @Jairzinho_BQ ,

You only see classic Power BI items because you still have a Free license. A Free user sitting on a Fabric (F‑SKU) capacity cannot author Fabric items (Lakehouse, Dataflow Gen2, Notebook, etc.) unless they (a) start a Fabric trial or (b) are assigned a paid Fabric license. Capacity alone is not enough.

Fix Checklist (in order):

  1. Get a license: Click your avatar in Fabric portal → Start Fabric trial (or have M365 admin assign a Fabric license). Free ≠ authoring Fabric artifacts.
  2. Sign out, close browser, sign back in (or inPrivate).
  3. Admin Portal → Tenant settings → “Microsoft Fabric” must be Enabled.
  4. Tenant settings → “Users can create Fabric items” (wording may vary) must include you (often limited to a security group).
  5. Workspace: Confirm it is on your F capacity (Workspace settings → Capacity). Region of workspace must match capacity region.
  6. Role: You need at least Contributor in that workspace.
  7. Dataflow Gen2 specific: Tenant setting “Dataflow Gen2” (if exposed) must be enabled.
  8. If the Data Engineering / Data Science blade in Admin Portal throws “Fail to upload”, try: different browser, disable extensions (ad blockers), or clear local storage.
  9. Quick license test: Open directly https://app.fabric.microsoft.com/newlakehouse .
    • If you get a licensing / permission message → license or tenant setting still missing.
    • If it opens the create dialog → menu cache; refresh (Ctrl+F5).

Common Gotchas:

  • Having created the Azure Fabric Capacity resource ≠ having a personal Fabric authoring license.
  • PPU or Pro alone does not unlock all Fabric items (you need Fabric trial / license).
  • Being Capacity admin does not automatically place you in the “allowed security group” for Fabric item creation if tenant setting is restricted.

Minimal actions to unblock now:
Start Fabric trial → Re-login → Verify tenant setting → Direct URL test.

If still blocked after doing those steps, capture the console error (F12) and the exact message when hitting /newlakehouse and share it.

If this helps, mark as Solution so others can find it. Let me know if you want an ultra‑light “power user build pattern” after it works.

Hi @Jairzinho_BQ

In the Fabric Admin Portal, is the "Users can create Fabric items" switch enabled?
THat needs to be turned on for anyone to be able to use all the cool fabric stuff.

Only the Fabric Administrator can enable this setting.

You also will need a pro license to create fabric items.

If you found this helpful, consider giving some Kudos. If I answered your question or solved your problem, please mark this as the solution.
