Allow PowerBI users to create alerts without being able to create other Fabric items

Hello everyone,

I would like to allow our users to create alerts on their PowerBI reports. According to the official documentation, the three prerequisites are as follows:

• Workspace access: A Microsoft Fabric workspace with enabled capacity
• Report permissions: Edit access to a Power BI report published to your workspace
• Tenant setting: The following setting must be enabled: All Power BI users can see "Set alert" button to create Fabric Activator alerts

These three prerequisites are valid in our configuration.

However, users receive a message like this when confirming the alert definition :
"Unable to create Activator: Activator creation is not currently supported in this workspace. Ask the Fabric administrator to enable the settings allowing users to start Fabric trials and create alerts, then try again."

Do we also need to enable ‘Users can create Fabric Items’ even though it is not mentioned as a prerequisite? If so, that's a problem because it means they will also be able to create Data Pipelines and other Fabric items, which I don't want.

I think I have the answer to my question...

The bottom line is that if you want to allow a user to create alerts in PowerBI, you also allow them to create pipelines, DataFlow Gen2, copy jobs, notebooks... It's a real problem...
